Dr. James D. Anderson’s article provides an exceptional historical review highlighting policy developments and institutional barriers impeding political justice and educational equality. With empirical illustrations via sound historical research methodologies, he presents data from Alabama backing his assertion that leaving regulation in the hands of states sowed seeds for persistent disenfranchisement of African Americans and reinforced racial inequality. In addition, Dr. Anderson examines the political significance of Constitutional amendments as interpreted in the context of contemporary political and social realities. For instance, the absence of fair voting practices (hampered by voter identification constraints) relates directly to the election of individuals in various positions affecting equitable educational and social options.
This award is in recognition of the lifelong achievement of Palmer O. Johnson as a dedicated educator, and further in recognition of his pioneer work in educational research and methodology. His former colleagues and students founded this award to be given for an outstanding article appearing in an AERA-sponsored publication. It was first awarded in 1967 for an article appearing in the American Educational Research Journal. In 2000, the scope of articles eligible for the award was expanded to include those published in the American Educational Research Journal, the Journal for Educational and Behavioral Statistics, Educational Evaluation and Policy Analysis, and Educational Researcher.
